Appliance certifications explained: CE, FCC, RoHS, ETL, PSE
Importing an electrical appliance without the right certifications is how shipments get seized at customs and products get pulled from shelves. Here is what each mark means and where you need it.
CE (European Economic Area). A self-declaration that the product meets EU safety, health, and environmental directives. Mandatory for selling in the EU. For an appliance it covers the Low Voltage and EMC directives at minimum. Get the Declaration of Conformity and the underlying test reports, not just a logo on the box.
UKCA (United Kingdom). Post-Brexit, the UK introduced its own conformity mark. CE is still accepted for many products through transition periods, but confirm current UK rules for your category before shipping.
FCC (United States). Covers electromagnetic interference — required for almost any electronic device sold in the US. Anything with a display, Wi-Fi, Bluetooth, or a motor controller needs it.
ETL / UL (United States — safety). Not legally mandatory federally, but in practice required: major US retailers and insurers will not stock a powered appliance without a recognised safety mark (ETL or UL). For anything that heats or holds water, treat this as non-negotiable.
RoHS & REACH (materials). RoHS restricts hazardous substances (lead, mercury, certain flame retardants); REACH governs chemical safety in the EU. Both matter for any product with electronics or plastics. For food-contact parts, you also want FDA (US) or LFGB (EU) food-grade certification.
PSE (Japan). Japan's mandatory mark for electrical products. If Japan is on your roadmap, confirm PSE early — it has its own testing regime and cannot be retrofitted quickly.
Who pays? Typically the buyer funds certification for their specific market, though many factories hold base certifications (CE, FCC, RoHS) already.
